The old concept of "political-physical borders" does not exist in cyberspace, and the question of how to stabilize the global cyber system is a difficult one. Are Russia and the US engaged in a type of struggle to establish a new situation that will stabilize cyberspace, and create a deterring balance of cyber terror?
