Israel’s Emtan to supply thousands of assault rifles to Spanish Civil Guard

The 6-million Euro win is the second win in a year of Emtan in a large Small Arm contract in Spain, as at mid-2021 the company won a tender to supply 6,000 Ramon 9x19 mm pistols worth about 2.5 million euros to the Civil Guard

Israeli small arms manufacture Emtan has won the Spanish Civil Guard contract for the supply of a new MZ-4P 5.56 x 45 mm caliber assault rifle to equip personnel from various units worth almost six million euros - 5,929,000 euros.

According the Spanish website Infodefensa.com, the price offered per unit is 850 euros, without VAT. The contract initially contemplates the supply of a minimum of 3,500 units over the next two years, although everything indicates that the final order will be considerably higher.

The Civil Guard indicates in the award announcement that it will buy assault rifles for the unit amount proposed by Emtan until reaching "the maximum expense of the file", that is, the 4.9 million of the base budget of the tender, without taxes. Therefore, the final order could reach up to 5,800 units.

Seven companies submitted offers to the tender: Excopesa 2000; Shadow Lynx; Beretta Benelli Iberica with the ARX-160 rifle; FN Herstal with the Scar-L STD; Glaucus with the Colt C8; Heckler & Koch with the G36KV ES and Emtan-Karmiel with the MZ-4P. 

After evaluating the samples presented, five were excluded and only two were admitted: FN Herstal and Emtan. Emtan eventually won because it also offered the cheapest bid, but also won the final technical test: out of 40 points, it won 34 while FN received only 24 points.

This is the second win in a year of Emtan in a large Small Arm contract in Spain. At the beginning of August 2021, Israel Defense reported that the company won a tender to supply 6,000 Ramon 9x19 mm pistols worth about 2.5 million euros to the Civil Guard.

Israel Defense has learned that in recent days and due to the war between Russia and Ukraine, Emtan is receiving many demands from the countries around Russia to purchase small arms that meet the NATO standard. It is estimated that the background to these many inquiries is Emtan's double win in tenders for rifles and pistols in the past year in Spain.

In another Western Europe country, Israeli Small Arms companies recently failed. In August 2021, we reported that the British Army had issued a tender for the purchase of 10,000 new assault rifles for its new special operations brigade worth about 90 million pounds. We can now update that for the next stage in this tender 5 candidate companies were selected, all British companies, while many well-known foreign companies such as Sig Sauer, Heckler and Koch, FN as well as the Israeli companies Emtan and IWI, were rejected.

The explanation is that the tender was intended in advance only for British companies and therefore very high threshold conditions were set that allowed only local companies to move to the next stage.
