Emtan Supplied Over 9,000 9mm Ramon Pistols to Spanish Civil Guard

This is the first contract of its kind by an Israeli arms company for the supply of firearms to government officials in Europe and to NATO countries which, traditionally only purchased small arms from European companies

IsraelDefense has learned that Emtan, an Israeli manufacturer of small arms and rifles for armies and law enforcement agencies, through Guardian Defense & Homeland Security SA, EMTAN's representative in Spain, recently concluded a multi-year, three-year contract for the supply of 9,216 9mm caliber RAMON pistols to the Spanish Guardia Civil (civil guard).

The contract signed in 2021 included the supply of three batches of pistols, with 3,072 pistols delivered each year in 2023-2021. In August 2021, we reported that the scope of the contract is 6,000 pistols with a value of approximately €2.5 million.

This is the first contract of its kind by an Israeli arms company for the supply of firearms to government officials in Europe and to NATO countries which, traditionally only purchased small arms from European companies.

The Spanish Guardia Civil is a multi-tasking police force numbering approximately 80,000 armed police officers. As we reported at the time, Emtan's win came after a series of rigorous technical tests of 9x19mm pistols under consideration for the tender including the Glock 19 Generation 5/FS, the Beretta APX Centurion, the AREX Delta M Gen.2 SP, and the Heckler and Koch HK SFP9 S.

The “Ramon” pistol won first place with a result of 38 points out of 40, with the Glock in second place with 28 points and the HK SFP9 S in third place with only 22 points. However, it turns out that even the price of each pistol was an important factor in the choice.

Every year, examiners from the Civil Guard's examination and testing department came to Emtan for strict acceptance exams that included tests according to NATO standards and practical firing of over 50,000 bullets in a variety of pistols taken in a random sample from each annual shipment. All the tests were passed successfully and all the pistols were delivered to the Civil Guard at the contractual time.

Emtan confirmed the information and Reuven Zada, Emtan's owner and CEO, added that "We are sure that in light of the success in delivering the pistols, more markets will open up in Europe for small arms made in Israel. Emtan participates in a number of tenders and procurement programs in Europe, and the end-customers show great interest in the firearms produced by Emtan, which are manufactured in Israel with advanced technology and extensive combat experience."

This is not the only contract of Emtan in Spain with the Civil Guard. In March 2022, we reported that the company won the Spanish Civil Guard contract for the supply of a new MZ-4P 5.56x45 mm caliber assault rifle to equip personnel from various units.
