A commando boat was found abandoned near a British nuclear submarine base in the northern part of the country close to the Scottish islands. The boat, covered with solar panels and antennas, is a type used for commando operations that was converted into a remote-controlled unmanned vessel used for gathering intelligence.

The solar panels enable the recharging of the boat's batteries and thus the vessel can operate in areas far from the coast for extended periods of time. The boat has a low signature that enables it to collect intelligence close to the adversary's coast with a low chance of being detected by other ships or the adversary's coastal monitoring system.

British and American intelligence sources believe that it is a boat made in Russia that was operated by Russian intelligence or the Russian Navy to collect signal intelligence (SIGINT) on British Navy operations, specifically those of the nuclear submarine fleet.

The British and American navies operate this kind of vessel for intelligence collection, but until now Russian capabilities in this field had not been known.
