Col. (ret.) Itai Shapira claims that artificial intelligence is a "disruptive technology" for the efficiency of strategic thought. According to him, artificial intelligence is destined to change the structure of the intelligence organizations. It is not only technology that will promote the full utilization of tactical intelligence, but disruptive technology that will break down the barriers in the course of intelligence collection.

Shapira gave examples of the changes that American intelligence is undergoing, mainly at the tactical echelon. Regarding Israel, Shapira claims that most of the time, taking action comes before writing theory. Therefore "it is possible that in the future we will understand that in Israel we have already carried out a revolution, but we haven't written the theory," Shapira said.
