Senior US Delegation to Visit Israel; Pressure IMOD over China Trade?

Under Secretary of State for Arms Control and International Security Andrea Thompson will travel to Germany and Israel on February 13-21, 2019, the US State Department said in a statement on Monday.

“In Germany, the Under Secretary will participate in the 2019 Munich Security Conference. She will discuss cybersecurity issues in a roundtable discussion, and will participate in a panel discussion on arms control. Additionally, Under Secretary Thompson will conduct a series of bilateral meetings with senior government officials.

“In Israel, Under Secretary Thompson will lead the US delegation to the United States-Israel Joint Political Military Group (JPMG), one of several long-standing bilateral security discussions with Israel’s Ministry of Defense and Ministry of Foreign Affairs. The discussions will cover a wide range of political-military issues, including regional security, arms control and nonproliferation policy, missile defense cooperation, and export control matters. The Under Secretary will also meet with senior government officials and receive field briefings on how the Israeli government addresses its current security challenges,” the statement read.

Since one of the issues to be discussed is export control, it’s quite possible that Thompson will meet with representatives of the Israeli Defense Export Controls Agency (DECA). It is safe to assume that these talks will address matters pertaining to exports to China, as part of the ongoing US-China trade war.

It should be reminded that the Americans recently put heavy pressure on the Israel Ministry of Communications to block Huawei from participating in a tender for fifth-generation (5G) mobile networks. Such pressure could also be effective in matters related to dual-use exports to China or other countries from which the Chinese could easily get access to information and knowledge.

Israel’s MoD did not comment on the nature of Thompson’s visit.
